The Vancouver Fraser Port Authority has shortlisted three construction partnerships to advance to the request for proposal phase for the landmass and wharf component of Roberts Bank Terminal 2, a major container terminal expansion project.

The three teams—KLJ Partnership, Pacific Gateway Partners, and TerraMarine—were selected following a review of submissions under a request for qualifications issued in July 2025. Each team demonstrated experience with large-scale marine infrastructure delivery and First Nations engagement, the port authority said in a news release.

Roberts Bank Terminal 2 will add container handling capacity to the Port of Vancouver. The preferred team will be selected in summer 2026 and is expected to begin land reclamation work in 2028, with terminal operations commencing in the mid-2030s.

“Announcing the three shortlisted construction teams is an important milestone in advancing Roberts Bank Terminal 2,” said Victor Pang, Chief Financial Officer. “It underscores our progress toward delivering a one-of-a-kind project that will strengthen our country’s economy and trade resilience, while connecting the products Canadians make, mine, and grow to more customers around the world.”

The shortlisted teams bring together international expertise with Canadian construction capabilities. The preferred team will partner with the port authority and First Nations to source Canadian materials including aggregates, steel, concrete, and lumber, and will create jobs for engineers, equipment operators, and environmental monitors, the port authority said.

The three shortlisted partnerships are:

KLJ Partnership:Kiewit Construction Services ULC, Ledcor CMI Ltd., and Jan de Nul nv

Pacific Gateway Partners:Daewoo Engineering & Construction Co., Ltd., Hyundai Engineering & Construction Co., Ltd., and EllisDon Corporation

TerraMarine:FlatironDragados Canada, Inc., Van Oord Canada Ltd., Aecon Constructors (a division of Aecon Construction Group Inc.), and Carlson Construction Group Inc.

The port authority expects to issue the request for proposal to shortlisted teams in November 2025, with proposals due by May 2026. A decision on the Species at Risk Act-compliant Fisheries Act Authorization application is expected no later than October 2026. Twenty-seven First Nations have provided consent for the project and will participate in ongoing consultation.
