The Ontario government has issued a notice of procurement to design and construct the eastern section of Highway 413 alongside the Highway 427 Extension. Representing approximately one third of the overall project corridor, the upcoming design-build tender is expected to mark the largest infrastructure procurement ever issued by the Ministry of Transportation once awarded.

Following the notice, a formal Request for Proposals (RFP) will be issued later this fall. The RFP covers the design and construction of Highway 413 from Highway 400 to west of The Gore Road, as well as the northbound extension of Highway 427 from Major Mackenzie Drive to Highway 413. Concurrently, the province awarded a construction manager contract for the central contract—including the 9.1-kilometre Highway 410 Extension—to Infrastructure Partners of Ontario, a joint venture comprising Miller Paving, GIP, and Amico.

“In the face of President Trump’s tariffs, we’re doubling down on our plan to build so we can get people moving and keep Ontario workers on the job,” said Prabmeet Sarkaria, Minister of Transportation. “Highway 413 will reduce travel times across the GTA while supporting more than 6,000 jobs per year during construction and contributing more than $1 billion to Ontario’s GDP.”

The central contract’s 9.1-kilometre extension will link Highway 410 to Highway 413, connecting drivers to 400-series routes including Highway 407 ETR, Highway 401, and Highway 403. Designed with 11 municipal interchanges across the Greater Toronto Area (GTA), the completed 52-kilometre corridor is engineered to carry up to 300,000 vehicles daily and shave up to 30 minutes off commuter travel times across Halton, Peel, and York regions.

Industry and municipal representatives—including the Residential and Civil Construction Alliance of Ontario (RCCAO), the Ontario Road Builders’ Association (ORBA), the Heavy Construction Association of Toronto (HCAT), and the Town of Caledon—welcomed the procurement progress. Prior to today’s procurement release, the province awarded the detailed design contract for the central section to a Parsons Inc. / Egis Canada Ltd. joint venture in June 2026, followed by a Program Management contract to 413 Continuity Partners (AECOM / WSP) in July 2026.
