The move positions Pomerleau to capitalize on surging demand for water infrastructure upgrades.

Key Takeaways:
- Pomerleau has finalized the acquisition of Quebec civil and water treatment contractor Groupe ALLEN.
- Groupe ALLEN will operate as an independent subsidiary under its existing brand and management structure.
- The deal expands Pomerleau’s water treatment, process mechanics, and directional drilling capabilities to support growing national water infrastructure investments.
The Whole Story:
Pomerleau has completed its acquisition of Groupe ALLEN, a Quebec-based general contractor specializing in municipal water treatment, process mechanics, directional drilling, civil earthworks, and formwork.
The transaction establishes Groupe ALLEN as a wholly owned subsidiary of Pomerleau. Under the terms of the deal, Groupe ALLEN will maintain its brand identity, existing leadership team, and operational structure. The acquisition positions Pomerleau to capitalize on surging municipal and provincial demand for water infrastructure upgrades, driven by aging municipal assets, population growth, and stricter environmental compliance mandates across Quebec and Canada.
“Recent collaborations between our organizations have confirmed not only the complementarity of our expertise, but also the alignment of our values, ways of working, and long-term ambitions,” said Philippe Adam, President and Chief Executive Officer of Pomerleau. “Together, we will be better positioned to meet the growing needs of communities and contribute to delivering the infrastructure Quebec will require in the decades ahead.”
Jean-Philippe Lefebvre, Chief Executive Officer of Groupe ALLEN, framed the deal as a growth catalyst: “Joining forces with Pomerleau is a natural continuation of this journey and will provide us with the means to accelerate the next phase of our development… This transaction will also allow us to seize new opportunities while remaining true to our identity.”
Founded in 1945, Groupe ALLEN brings nearly eight decades of specialized civil engineering and water treatment expertise to Pomerleau’s civil and infrastructure portfolio. Pomerleau, which projects estimated revenues of $7.5 billion in 2026 and employs over 5,000 workers across 220 nationwide job sites, continues to scale its platform through strategic subsidiaries, including Borea Construction and ITC Construction Group. Canaccord Genuity Group Inc. served as financial advisor to the sellers for the transaction.
