The Whole Story:
Infrastructure Ontario and Lakeridge Health have awarded a fixed-price contract valued at $861.4 million to PCL Partnerships to design, build, and finance the Lakeridge Health – Bowmanville Hospital Redevelopment Project.
The consortium includes PCL Investments Inc. as project development lead, PCL Constructors Canada Inc. as design-builder, and TD Securities acting as financial advisor. Architectural design services are being delivered jointly by Diamond and Schmitt Architects Inc. and Cumulus Architects Inc.
The public-private partnership contract was awarded following an open procurement process initiated with a request for qualifications in August 2024. PCL Partnerships and competing bidder Bowmanville Health Partners were shortlisted to advance through the request for proposals stage in late 2025 before the final award determination this month.
The capital redevelopment project will more than double the physical footprint of the existing facility to expand acute healthcare capacity across Durham Region. Key improvements include modernized critical care spaces, ambulatory care clinics, private patient rooms, and an on-site haemodialysis centre.
To support local employment, the construction framework incorporates provincial “Buy Ontario” provisions that direct procurement toward domestic businesses and skilled unionized trades.
PCL Partnerships is scheduled to begin site mobilization later this fall, with heavy construction breaking ground in early 2027. Substantial completion is targeted for 2030.
