Infrastructure Ontario prequalifies builders for OPP facilities upgrade project

Infrastructure Ontario and Ontario’s Ministry of the Solicitor General say they have prequalified three teams to compete for a major Ontario Provincial Police facilities upgrade that includes 11 new detachments and a new regional headquarters as part of the OPP Modernization Phase 3 Project.

The agency said the procurement is being delivered as a design-build-finance contract and will span 12 communities across the province.

The prequalified teams are:

  • Amico Secure Ontario
  • Bird Capital Limited Partnership
  • Ledcor OPP

Infrastructure Ontario said the teams were selected through a request-for-qualifications process that began in May 2025. Selection criteria included relevant construction experience for the project, along with the financial capacity to deliver a build of this size and complexity.

A request for proposals is expected to be issued to the three teams in early 2026. After submissions are received, Infrastructure Ontario and the solicitor general’s ministry will evaluate proposals, choose a preferred proponent and negotiate a final contract. The successful team is expected to be announced later in 2026.

Infrastructure Ontario said a fairness monitor will oversee the procurement process.

The contract value has not been released and is expected to be announced following financial close.
