The Whole Story:
Global modular construction leader SEKISUI Canada Modular Solutions Inc. (SCMS) has committed $15 million to establish its Canadian manufacturing and operational headquarters in Burlington, Ontario. A subsidiary of Japan-based SEKISUI Chemical Co., Ltd., SCMS brings over 50 years of off-site manufacturing experience to support Ontario’s growing demand for residential housing, schools, and institutional infrastructure.
The advanced manufacturing facility utilizes high-precision steel-frame systems, enabling up to 90% of building construction to take place in a climate-controlled factory setting before final assembly on site. By shifting heavy civil and structural assembly off-site, SCMS aims to shorten project timelines, reduce job-site waste, and improve quality control across low- and mid-rise residential, commercial, and educational developments.
“At SEKISUI Canada Modular Solutions, we are building a housing system designed to deliver high-quality outcomes consistently and at scale,” said Masatoshi Kifuji, CEO of SCMS. “Our approach is rooted in reproducible quality, ensuring the same high standards regardless of who builds a project or when it is delivered. We also believe that meeting commitments matters. A high-quality building delivered late is not a successful outcome. As we expand in Burlington, we remain guided by a simple principle: stay true to the fundamentals, focus on quality, and deliver for the communities we serve.”
Ontario Minister of Economic Development, Job Creation and Trade Vic Fedeli welcomed the international investment, emphasizing how off-site manufacturing fits into the province’s broader economic strategy. “As our economy continues to grow, so too does the demand for safe and reliable infrastructure that can support workers and families,” Fedeli said. “By establishing a new manufacturing hub in Burlington, SEKISUI Canada Modular Solutions will benefit from the province’s stable and competitive business environment, while further strengthening our reputation for excellence in the advanced manufacturing sector.”
Invest Ontario CEO Khawar Nasim highlighted the agency’s role in coordinating with Toronto Global and the City of Burlington to secure the facility, providing regulatory navigation and local market intelligence. Toronto Global CEO Stephen Lund added that bringing global modular expertise into the Greater Toronto Area strengthens Ontario’s capacity to address housing supply pressures while creating skilled, long-term manufacturing jobs across the region.
