The new interchange features three westbound lanes and two eastbound lanes, adding capacity to the crossing over Highway 99 and improving the flow of east-west traffic. The structure replaces the existing two-lane interchange at Steveston Highway and Highway 99.
The project marks a major milestone in the Province’s Highway 99 Tunnel Program, which will replace the aging George Massey Tunnel with a toll-free, eight-lane immersed tube tunnel. The $87.5-million Steveston Interchange Project was delivered on time and on budget, according to the Province.
The new overpass is expected to improve travel times to and from communities south of the Fraser River by significantly reducing backups in the northbound off-ramp lanes on Highway 99. Once the new tunnel opens, southbound backlogs will also see major reductions.
The interchange includes improved ramp connections between Highway 99 and Steveston Highway to help with traffic flow and reduce queuing for vehicles. Transit-priority measures allow buses to move through the interchange more efficiently, including signal priority at intersections, a dedicated transit lane and an in-lane bus stop in the northbound off-ramp.
Sidewalks and separated bike lanes on both sides of the overpass provide safe paths for pedestrians and cyclists travelling across Highway 99.
While the opening marks the end of major construction, work will continue through spring 2026 to complete landscaping, on- and off-ramp paving, and other roadwork activities related to final project completion.
Other improvements to Highway 99 have been completed, including bus-on-shoulder lane extensions south of the tunnel, a transit connection from Bridgeport Road to Highway 99 southbound and cycling improvements at Highway 17A. The Highway 99 Tunnel Program includes improvements for motorists, transit and active transportation users between Bridgeport Road in Richmond and Ladner Trunk Road in Delta.
