Aecon Group Inc. has been selected through a partnership with Pomerleau and Stantec to deliver Stage 1 of the Arctic Over-the-Horizon Radar Program in Ontario under a collaborative Integrated Project Delivery model, with Defence Construction Canada serving as project owner.
The Aecon-led 50/50 joint venture between Aecon and Pomerleau will manage project delivery. A validation phase will begin in the first quarter of 2026, followed by design development before construction commences.
The Arctic Over-the-Horizon Radar Program, implemented by Canada’s Department of National Defence, is part of a NORAD modernization initiative to renew the North Warning System. The project will establish a northward-aimed radar system providing long-range surveillance of northern approaches to major North American population centres.

The Integrated Project Delivery model emphasizes collaboration among all parties to optimize scheduling, cost management and risk allocation across design, procurement and construction phases.
